If the part about Lynx is true, then Tile World does not emulate it properly. In TW Lynx, for the very first tick (and only for the first tick), monsters are capable of "overriding" ice and force floors (they'll treat the force floor as having a thin wall on the side that would be considered backwards boosting if the monster could exit the tile in that direction), so the example level would not be unsolvable.
