The Last Laugh is the 52nd level in Chip's Challenge 1. One small, elusive trick will make this level quite hard for some players, but it's really a simple idea, and the remainder of the level is breezy work.
It appears that the teeth will match your every move as you switch sides, which makes it impossible to reach the upper section. However, all that is required is to step on the upper force floors and then reverse direction by continuing >2R DLU. The teeth moves at only 2.5 m/s, so assuming even step, it moves precisely RL 2R from its initial position, such that the red button is hit twice and Chip can reach the top.
You will also need to get the teeth to hit the button again while you're up there, as after the chip is collected, the green button has been switched. To do this, go above the bouncing pink ball - 2U over the red button - and wait [1] before retreating back out. This moves the teeth to the center, but only once. Now, move out, slide to the left side, and use the block to bridge back out when you take the chip.
